Delivery Manager - Wholesale Banking Applications (Mainframe)

Job Responsibilities

Problem Management

§ CRISIT / crisis management - AMS focal point for SL1/SL2 and other high impact problems (E.G security related)
§ Coordinate with Problem Management and provide timely updates
§ Organize technical conf calls for problem determination
§ Organize teams to ensure correct resources are working on the problem
§ Provide technical leadership for problem solving
§ Ensure clear ownership of problem determination / resolution
§ Ensure completeness of problem analysis / impact analysis
§ Review completeness of root cause and recommend resolution / workarounds
§ Prepare management report, ensure accuracy and completeness of contents
§ Update problem management escalation list to ensure all contact information are valid
§ Perform tickets tracking and management
§ Ensure team’s accurate and timely updates of problem tickets
§ Ensure that tickets are closed with correct cause codes

Production Bug Fixes
§ Determine correct baselines for bug fixes
§ Perform risk/ schedule/ cost impact analysis to existing work streams, resolve planning and technical contentions
§ Ensure delivery of all CMMI procedures / artifacts
§ Provide production sign-off for production releases
§ Review and ensure teams performs sufficient testing

Business Continuity Plan
§ Update mobilization list to keep all contact information up-to-date
§ Conduct briefing/training for team member for all BCP and DR activities
§ Ensure all new projects/user request/SR provides a workable DR solution within the agreed RTO
§ Ensure key support personal are identified for BCP

Vendor Management
§ Ensure clear and formal agreement for sub-contractor/vendor management
§ Understand scope of work for each vendor and govern adherence to scope of work
§ Ensure back-to-back contract agreements to meet all SLAs
§ Designated technical contact for vendors
§ Ensure formal release management agreement in place with vendors

Configuration Management and Deployment
§ Develop strategy/ design/ workflows/policies for configuration management for teams
§ Perform configuration management internal reviews and audits
§ AMS focal point for ADS demand management/ release management
§ Govern approved configuration management policies
§ Ensure proper segregation of roles for process/audit compliance

User Request/Project/SR Management
§ Understand and adhere to user request/SR processes and SLA
§ Brief teams on user request/SR processes and SLA
§ Inventory/track and monitor all SR to ensure SLA compliance
§ Perform TDA for technical feasibility/completeness of solution
§ Perform TDA for meeting financial targets
§ Perform TDA to ensure clarity in deliverables/ milestones/ assumptions ... etc
§ Negotiate with customers on scope/ effort estimation if original estimates are not feasible

User Request/Project/SR Delivery
§ Review team’s project / task plan
§ Verify team’s compliance to SOW deliverables
§ Verify team’s compliance to IBM processes
§ Identify scope deviations and ensure appropriate change request from customer
§ Conduct quality review of deliverables to ensure contents meet the required standards
§ Review testing results to ensure proper resolution and categorization for all defects
§ Review testing results to ensure accurate reporting of test status
§ Verify SIT exit criteria and SIT sign-off
§ Responsible for resolution for all PAV CPARs
§ Weekly reporting to BPMs on user request/SR/Project delivery status
§ Ensure proper technical plans in place for for all production changes (e.g. fallback plan, implementation plan, data conversion)
§ Perform risk assessment for all production ChangeRequest
§ Review completeness of all ManageChange record
§ Provide technical leadership for all user request/SR/Project delivery matters

Audit
§ AMS audit focal point for respective system
§ Coordinate with IBM AMS audit focal point
§ Ensure proper audit handling for team members

Processes
§ Understand all IBM/DBS processes , e.g CMMI, ISCD, PGLA
§ Process champion for CMMI
§ Conduct briefing to all teams for required process
§ Disseminate process changes to all teams

Reporting
§ Critical systems weekly dashboard reports
§ Perform RCA for deviations
§ Submit weekly DM to BPM report for all BAU support and project work items, highlight risk and mitigation actions

Operational Readiness
§ Year End and Holiday Readiness
§ Ensure proper project/user request handovers to BAU teams

Financials
§ Responsible for BAU support budget
§ Use APtools to consolidate BAU support workitems. Analyze BAU support work items, provide justification for deviation in plan vs actual
§ Perform weekly review of AMS financial report to ensure that all resources are clocking into the correct work items and that all clocking are valid and timely
§ Achieve the onshore / offshore target ratio for the sub-portfolio
§ Resource/people management
§ Develop 180 days demand forecast for all teams, ramp up/down resources according to demand plan
§ Plan and optimize resources between teams and projects
§ Provide Resource Manager with skill-set requirements
§ Ensure equal and fair distribution of work to all team members
§ Ensure appropriate assignment of work to team members with correct skill-set to ensure quality delivery
§ Identify strength and weakness for each team member and provide improvement plan where necessary.

Skills Required
· 8 years experience with Bank's payment applications which includes Merva/Swift, Remittance & GIRO,
· AMS - perform application support, maintenance and development
· Project - Strong PM experience with experience managing onsite and offshore team
· Client Mgmt - experience with local client mgmt
· Experience working in as a service provider
· Familiar with CMMI processes
· 24x7 production support experience for critical applications.
· Strong mainframe technical skills - COBOL, CICS, Easytrieve/Plus, DB2, etc.
