CARE Indonesia – Sulawesi, is currently recruiting for the following positions:
WATER AND SANITATION SPECIALIST (WATSAN) SOUTH SULAWESI

RESPONSIBILITIES:
· Critically review the guidelines and result of the source suitability assessment carried out in two participating districts in South Sulawesi and Gorontalo, if necessary develop and improved version for the second implementation cycle;
· Develop guidelines and manual for Rapid Technical Assessment (RTA) of the existing water and sanitation situation in participating rural and urban sites and provide necessary input and support to all CF’s (Community Facilitator) when requested. The guidelines should include a strategy for appropriate watershed management practices.
· Develop training & design guidelines and manual for improved rural & urban water supply system and sanitation facilities. The guidelines have to include rational for determining public and private components of the improved water supply system and their associated cost;
· Provide input to the analysis of water quality test and suggest remedial measures as necessary. Developed guidelines and manual for water quality testing during and after the project implementation cycle. In cooperation with Behavior Change (BC) Specialist review the experiences of past and current projects regarding the water treatment at village and household level. Compare their effectiveness, cost and suitability for rural and/or urban settlements;
· Develop a set of technical options and their associated cost and management implications (including operating cost and maintenance requirements) for improved water supply system in rural and urban area based on the available natural resources, physical and geographical conditions in each participating district and the social-economic situation in the participating rural and urban project site;
· Assist each CF’s (Community Facilitator) to select technically, managerially and financially feasible options for improved water supply system for each participating rural and urban site. These options will be presented by CF’s to the community to assist them to make informed choices;
· In-co-operation with Behavior Change (BC) Specialist develop a set of technical options and their associated cost and management implications (including operating cost and maintenance requirements) for household and institutional sanitation facilities;
· Provide necessary technical input into the development of a Community Action Plan, components, preparation of detail design drawings, and cost for non standard components of the improved water and sanitation system;
· Develop guidelines for O & M plan (preventive maintenance and regular maintenance task, their frequency and manpower requirements) and associated cost for improved water and sanitation facilities;
· Develop guidelines for setting water tariffs for use of improved system;
· Develop guidelines and manual for preparation of construction methods, schedule and labor management plan (includes identification of skilled personnel and, if necessary, small contractors) for improved water and sanitation facilities based on communities capacity to construct the improved system. Assist CF’s (Community Facilitator) as required and facilitating the community in preparation of the construction management plan;
· Develop guidelines and manual for construction supervision and quality control;
· Develop guidelines and manual for preparation of Bill of Quantity and standards and specification for construction materials and facility components for improved water and sanitation system;
· Develop guidelines and manual for monitoring constructions activities;
· Develop guidelines and manual for environmental impact assessment of the improved water and sanitation facilities and/or prepare TOR for environmental assessment if consultant is required. Assist in the selecting consultant(s) if required and facilitate their work. Review and comment of the CF’s (Community Facilitator) and/or Consultant reports. Make sure that the suggested remedial measure are technically, financially and culturally appropriate;
· Provide technical advice and recommendations to rural and urban CF’s in both participating provinces during all stages of the project implementation as required.
· Participate in development of management information system for SWASH;
· Participate in data analysis and provide the necessary feedback into the project process;
· Continuously monitor the work of teams and make appropriate recommendations for change in approach, strategy, new project material, new technology, training, etc;
· Provide input to PM (Program Manager) for preparation of project reports and work plan(s).
· Assist in preparation of training modules, identification of resources and training materials;
· Participate in facilitating SWASH staff (CARE and partner NGO staff and GOI), and community training workshop as required;
· Assist in developing guidelines for technical sessions during the pre-implementation training workshop for SWASH staff. Assists in locating a resources person(s) if required and preparation of training module;
· Develop a training program for SWASH staff on design, construction management, O & M and environmental issues through the project based on staff capacity as assessed during the SWASH Project workshop.

QUALIFICATIONS:
· Have a degree Environmental Engineering
· 4 years experience in a related position
· At least 3 years experience with International NGO and 4 years in related technical aspect both rural and urban area
· Expert on water supply and sanitation system, design and implementation both in rural & urban area
· Fluency in English and Bahasa Indonesia
· Ability to work with a team and with minimum supervision
· Familiar with computer programs (Ms Word, Excel, etc)

Experience in Similar Position :
• Min. 10 years for point 23 - 26.
• Min. 5 years for point 27 - 35, 37 - 41.
• Min. 2 years for point 36 & 42.

Specific Requirements for Corporate Position :
• Point 1 - 7 must have deep exposure in the area of project of budgeting, costing,
financing, auditing, treasury, taxation, AP/ AR, and financial forecast. Accounting Firm
background is an advantage.
• Point 2 must have knowledge of validity Local and International Tax Authority.
• Point 3 must have good relationship with various banking, securities, or financial
institutions.
• Point 4 & 5 must have knowledge of project budgeting, cash flow, project management,
financial contracts, and project agreement.
• Point 6 must have knowledge about capital market, local & international shares, public
relations and communication.
• Point 7 must have knowledge about money market and rate currency.
• Point 8 must have knowledge in auditing field, either in internal or external audit.
• Point 9 - 11 must have deep exposure in IT various spectrums, either in software or
hardware applications.
• Point 12 - 14 must have strong exposure in HR functions (Industrial Relations, Training
and Organizational Development) .
• Point 16 must have strong exposure in legal actions & contracts across the sites.
• Point 17 must have exposure in coal mining industry.
• Point 18 has experience with mass media communication and civil community.
• Point 19 has the exposure with all kinds of suppliers and vendors, has the capability to
negotiate with all levels.
• Point 20 has experience in the remote area in the mining industry.
• Point 21 & 22 have the capability to do the secretarial and administration job.

Specific Requirements For Engineering/ Site Position :
• Point 23 - 35, 37 - 42 must have experience in Power Plant, Mining, Coal Business
Project or Oil & Gas Industry.
• Point 23 must have working experience in the area of Plant Operations & Performance
Management, including at least 2 years as a General Manager or Project Manager for a
large coal fired power plant.
• Point 27 has capability to use Hysis, Pipesim, Pipenet, & strong knowledge in
thermodynamics & heat transfer.
• Point 29 has capability to use Codeware Compress, Aspen BJAC, E-Tank, etc.
• Point 30 has capability on Piping Stress Analysis Calculation using Caesar II, Piping
Material Selection, & familiar with International Code & Standard such as API, ANSI, ASME.
• Point 31 has capability to use calculation software for Civil & Structure (STAAD Pro, etc.)
• Point 32 has experience in power generation system & design of electrical distribution
system (MV/LV switchgear, transformer, UPS), and capability to use Electrical Software
ETAP & calculation software for electrical load list, cable sizing, & grounding system.
• Point 33 has experience in detailed engineering design of DCS, safety system, fire and
gas system & field instrumentation system, familiar with international code & standard.
• Point 34 has capability on Conceptual & Detail Design for ME Building, Plumbing, and
HVAC including familiar with related application Code & Standard.
• Point 35 has experience in cabling layout design, lighting design, grounding, and
lightning protection design, wiring and connection diagram, and capability to use software
for lighting calculation, cable schedule, and CAD.
• Point 37 has experience in quality control system and procedure in power plant industry.
• Point 42 has experience in handling subcontracting for civil works and ME erection
works. Preparing from invitation to tender up to contract signing.
• Point 43 : fresh graduates from Mechanical, Electrical, Chemical, Civil, Instrumentation,
Architecture Engineering.

General Requirements :
• Min. Bachelor degree with related background from reputable local or overseas
university, D3 graduates for point 21 & 22.
• Must be willing to travel, stay, and or work either in site or in remote locations
(Lampung, Pontianak, Kuala Tanjung (Medan), Jambi, Bangka, Muara Enim (Palembang),
Bali, Lombok, Sumbawa, Pelabuhan Ratu) or other sites.
• Having management commitment to HSE.
• Proficiency in English is a must, Mandarin is an advantage for point 21.
