Programme Management Consultant - Indonesia

12-month contract

We are looking for an experienced programme manager to assist us in
organizing and overseeing pilot projects and ongoing operations for the
Village Phone initiative (VP) in Indonesia. The Consultant will provide
support to our microfinance (MFI) and telecom partners building
relationships, facilitating deployments, process mapping, and driving the
overall success towards program implementation. The contract is for 12
months.

The Consultant must have at least five (5) years work experience in
developing countries for program implementation, be a good mentor, capable
of working with and professionally nurturing others in a participatory
and capacity building manner with proven skills in tact and diplomacy.
Fluency in Bahasa Indonesia and English is a must.

Contractor obligations:

Work in consultation with Grameen Foundation to review and develop the
strategic orientation of the program and providing technical and
project management support.
Core functions include:

Partner coordination and communication.
Manage relationships among microfinance institution and Telecom
Partners.
General problem solving.
Coordinate process to identify and engage new MFI and Telecom Partners.
Oversee pilot projects and transition to full integration within
Telecom Partner’s organization.
Provide consistent and regular updates to GF.

Major activities include:

Stewardship
-Define the selection criteria for Village Phone Operators,
forecast and coordinate the deployment of new Village Phone businesses.
-Work with individual MFIs on marketing activities, both at
the institutional level and the individual Village Phone Operator level.
-Work with Telecom Partner operational staff to ensure Village
Phone starter kits, RUIM cards, and other physical and institutional
components critical to the success of the business are in place and
process is documented.
-Review and interpret usage data and recommend strategies for
business growth.

Partner Coordination & Communication
-Initiate regular, proactive communications with leadership of
MFIs and Telecom Partners to ensure full engagement.
-Assist in mediating between and draw to consensus MFIs and
Telecom Partner on strategic issues, when needed.
-Ensure focus on targeting microfinance clients living below
the poverty line.
-Coordinate with Telecom Partners to refine the reporting
framework with respect to the technical performance of the Project,
adapting the framework when needed.
-Manage the list of potential additional MFI partners and
define the due diligence process on a subset of this list selected in
consultation with team.

Training
-Finalize training material and curriculum based on existing
materials.
-Coordinate translation of materials from English into Bahasa
Indonesia.
-Train MFI staff on operations manual and Village Phone
product.
-Assist in training Telecom Partner staff and lead for Village
Phone.
-Train new microfinance partners, including field officer
staff.

General problem solving
-As referred by Telecom Partner, MFIs, or GF.
-As needed to ensure Village Phone Operator success.

From Pilot to Operations
-Communicate and resolve both challenges and successes issues
related to the operational, business and engagement models, to GF.
-Define process map and finalize Operations Manual.
-Develop execution plan for ongoing operations.
-Establish operational paradigm and processes that can be
adopted by Telecom Partner and participate in selection process for hiring
local staff.
-Work with MFI and Telecom Partners to refine the deployment
plan.

Provide status reports to GF
-Provide weekly, and more frequently as need, detailed status
reports via conference call, email, IM and/or other telecommunications
modes with GF.
-Maintain a “Roadmap” action item tracking system to help
facilitate conversations and project planning.
-Identify and drive to resolve any red flags and blocking
issues.
-Collect and disseminate learnings to Village Technology team.


Grameen Foundation is seeking an experienced Consultant with the
following expertise:

Postgraduate qualification in Business, Economics, International
Development or related field desired.
Minimum of five (5) years experience in programme management with
demonstrated ability in strategic planning, implementation and proactive
issue resolution, especially within a developing country or resource-poor
context.
Ability to effectively communicate priorities, delivery expectations,
risks and concerns to multiple stakeholders.
High degree of judgment, maturity, ingenuity and originality to
interpret strategy, to analyze, develop and present work and to monitor and
evaluate implementation of program.
Demonstrated ability to develop and manage decentralized activities,
work accurately and rapidly under pressure and operate as a team player.
Ability to analyze reports and recommend actions.
Experience with microfinance institutions a plus.
Passion for the mission of Grameen Foundation and microfinance.
Proficiency with Internet, Microsoft Office, including Word, Excel and
Power Point.
Superb written and verbal communication skills both in Bahasa Indonesia
and English.
