OpenNet was established in 2008, and is a joint venture between four partners – Axia NetMedia (Axia), Singapore Telecommunications (SingTel), Singapore Press Holdings (SPH) and SP Telecommunications (SPT). The Infocomm Development Authority of Singapore (IDA), has awarded OpenNet the contract to build, manage and operate a nationwide all-fibre platform for Singapore’s Next Generation Nationwide Broadband Network (Next Gen NBN). OpenNet will provide a competitive, yet neutral, level playing field environment for all downstream operators, enabling the delivery of rich content and ultra-high speeds of 1Gbps and above per end user.
Operations Engineer
The Operations Engineer role includes the following:
1. Defining operational scope and processes and working with the supplier to implement in the OSS/BSS system
2. Monitor backbone fibre links and ensuring continuous operations of the services
3. Provide quality support for Network Operators in the Next Generation Broadband Network
4. Manage and enforce SLA's in consultation with network operators to manage problem resolution expectations and timeframes.
5. Service provisioning and network allocation of customer network services and ensuring that the various service level agreements are kept
6. 24x7 operations and maintenance of support systems and outside plant fiber network
7. Provide support services for other technical teams
Responsibilities:
• Working with suppliers to define the functional specifications for the OSS/BSS system
• Manage a team of staff that will perform the following activities
o Monitoring the performance and resource availability of fiber network and assist in planning for top up of resources
o Manage and maintain the Monitoring Systems (these report on the status and performance of network, services and facilities)
o Fault handling and escalation (identifying and responding to faults on systems and networks, liaising with 3rd party vendors, handling escalation through to resolution through joint investigation with other network operators and OpenNet's contractors).
o Service Provisioning and handling of exceptional cases
• Work with the technical team on application upgrades.
• Facilities maintenance (monitoring and management of air-conditioning, UPS, CCTV surveillance security system, access control system, generators, power usage, running health and safety and housekeeping checks)
• Maintenance of technical documentation of processes and procedures used throughout normal operations.
• Level 2 and 3 support for network and server administration, setting up of network and server management tools and creating scripts to simplify reporting
• Analyze operational activities and documented resolutions, network statistics, identify problem areas, devise and deliver solutions and work with OpenNet's contractors to enhance quality of service and prevent future issues. Monitor and test fixes to ensure problems have been adequately resolved. Track and analyze operational request trends and create statistical reports for management.
• Create and manage Network Specialist work schedules. Identify and assign service requests or project tasks to Specialists. Plan, coordinate, and direct after hours work schedules to ensure efficient use of time, effective customer support, and efficient request resolution. Conduct performance reviews and corrective action as necessary.
• Train, coach, and mentor Operations staff. Develop and implement operational staff training plans. Oversee the development, implementation, and administration of staff training procedures and policies.
• Contribute to team effort by performing other duties as assigned.
Requirements:
• A good Degree in Electrical / Electronic / Computer Engineering / Information Systems
• Have at least 3 to 4 years of working experience in an operational environment.
• Possess working knowledge of office applications software (e.g. Microsoft Powerpoint, Visio, etc)
• Good analytical and trouble-shooting skills in the area of technical fault isolation and rectification.
• Able to perform basic administration in Sun Solaris Unix and Redhat Linux
• Conversant in Perl scripting is preferable
• Familiarity with Oracle database, GE Smallworld, BMC Remedy Service Management Suite and remote fiber testing equipment would be an advantageous. Familiarity with layer 2 and layer 3 network protocols (spanning tree and OSPF) would be advantageous too.
